The purpose of this procedure is to:
o Ensure that all proposed changes, whether permanent or temporary, to the organization, equipment, hardware, software and/or process conditions are fully checked to the required standards by the appropriate parties prior to implementation so that the plant's ability to operate in a safe and environmentally sound manner is not compromised.
o Provide guidance to employees and management on how change or modifications within the workplace are safely managed.
o Ensure the changes that could impact HSSE, Service Quality or Reliability are properly documented and these are communicated to staff and contractors and necessary training completed.
The adoption of this procedure will seek to ensure that any hazards associated with the proposed change is eliminated or controlled so that the risk is as low as reasonably practicable. This is consistent with the requirements of Shell’s HSSE Management System.
This procedure shall apply whenever there are permanent and/or temporary changes to all Company services, equipment, hardware, software, procedures, processes, management organization and those made following incidents or emergency situations.
The use of the personal protective equipment (PPE) provides means for controlling individual exposure to a particular hazard but its use needs to be considered carefully.
